The 22nd Judicial District Court serves St. Tammany and Washington Parishes. The 22nd JDC Court Intervention Services (CIS) aims to give individuals involved in the criminal justice system an opportunity to get much needed mental health and/or substance abuse treatment services in a timely, efficient and compassionate manner. The CIS Navigators are available to screen individuals in both St. Tammany and Washington Parish Jails or those out on bond. Once identified as a potential recipient of services, one of our CIS Navigators will refer the individual to any needed services and may recommend them for one of the 22nd JDC Specialty Court Programs. All services provided by CIS are 100% voluntary. Additionally, acceptance of any referrals for treatment will not negatively impact an individual’s legal case.
Goals and Objectives:
1. Pre-Trial Screening and Assessment.
2. Early identification of clients for Specialty Court Programs.
3. Referral for mental health and/or substance abuse treatment services.
4. Follow-up treatment services for specialty court graduates.
Eligible and appropriate participants are identified as soon as possible following their initial arrest and incarceration in St. Tammany or Washington Parish. At the time of the individual’s 72 hour hearing, the individual may be screened for the presence of any mental health symptoms, substance abuse issues and Veteran’s status via a Brief Mental Health Screen. The individual MUST be a resident of St. Tammany or Washington Parish. Any potential client CANNOT be a violent offender (as defined by LA R.S. 14:2), have any offense of Arson (as defined by LA R.S. 14:51-54) or Sex Offender (as defined by LA R.S. 15:541) and they must be eligible for bond. The individual cannot have a probation or parole hold and cannot be a fugitive from another jurisdiction.
Individuals who are ordered to complete Bond Condition Court as a condition of their bond, may request an evaluation and referral for services at any time during their involvement with Bond Condition Court. An individual may also be referred for services by the District Attorney’s Office, their Defense Attorney or their assigned Judge by submitting the CIS Referral Form to the Navigator/Assessor.
